Easter raffle: tickets or free entry?

An Easter raffle with paid tickets is, legally, a lottery in most places, because people pay for a chance to win. The rules depend on where you are:

  • Australia: each state and territory regulates raffles, and many limit them to not-for-profit groups or require a permit. Check with your state's gaming regulator before you sell tickets.
  • Great Britain: under the Gambling Act 2005, some small raffles are exempt, such as one at an Easter fair with tickets sold only at the fair while it's on. Others need registration with the local council.
  • US and Canada: paid raffles are generally limited to charities and nonprofits, often with a license.

The simple alternative is a free-entry draw: every child at the egg hunt or every family at the fair gets one numbered ticket, and you draw the numbers on screen with the free random number picker.
